CAPITAL IMPROVEMENTS PROGRAM MEETING
June 08, 2011

The Capital Improvement Program meeting was held at 6:07 P.M. in the Elwood Conference Room, Town Hall, 268B Mammoth Road, and Londonderry.

PRESENT: Capital Improvement Plan (CIP) Committee Members: Town Council Liaison, John Farrell; Planning Board Rep., Mary Soares: School Board Liaison, Ron Campo; Budget Committee Member, Chris Melcher; Planning Board Rep. Rick Brideau.

Staff Present: Town Planner, Tim Thompson, AICP; School Business Administrator, Peter Curro; Town Council Executive Assistant, Margo Lapietro.

APPROVAL OF MEETING MINUTES

Being the first meeting of 2011, there were no prior minutes to approve.

INTRODUCTIONS, SELECTION OF CHAIR AND VICE-CHAIR

Rick Brideau made a motion to elect John Farrell as Chair, second Ron Campo. Committees vote 5-0-1

John Farrell made a motion to elect Ron Campo the Vice Chair, second Rick Brideau, Committees vote 5-0-1.

Chairman Farrell explained the process to the new board member C. Melcher. P. Curro explained that the Finance Director was going out for a bond in a few weeks. If the Town gets a rate of between 2.5 – 2.6% would it make sense to bring that forward and take advantage of that low rate? He asked if we wanted to pull things in at the low rates and get it done. M. Soares clarified that he wants to recommend that in the CIP not necessarily do it. P. Curro responded yes recommend it in the CIP. The consensus was to set a tentative meeting date in early August based on that. M. Soares asked how long the rate was good for; C. Curro responded he had no idea. Chairman Farrell said the School Board is composed of seasoned, veteran members, they will clearly understand what you are trying to accomplish. He said he did not know if the Town Council has enough experience to be able to work its way through that issue until after it goes through its first budget. It is not a bad idea for the CIP to make recommendations, but he said he didn’t know until after they go through their first budget whether or not they will have a clear understanding of how the money works. R. Campo said the School Board will be meeting in a couple of weeks and they will have their ideas. He said when they come to their budget season and the rates are still that low and the board originally supported it it probably will go on the ballot to see if they voters will support it. The consensus was to bring it to the Council meeting on 7/11/11 and set-up a tentative meeting for sometime the first of August. T. Thompson stated the main meeting for voting and discussion is on 8/18/11. The preliminary meeting should be 8/3 or 8/10 prior to the Planning Board meeting. Chairman Farrell asked T. Thompson if he was getting any feedback on any major projects, he responded he has not heard about any new projects on the town side; it will be a shuffling of the existing projects within the program. R. Campo said he would like to hear about the Pettengill Road project. The consensus was to put it on the table because it is a potential revenue generator. The subject of a TIF district came up and discussion ensued about the possibility of one being in the Pettengill Road area and the advantages/disadvantages of it. It was decided that the preliminary meeting will be 8/10/11 if needed at 6:00 P.M. and 8/18/11 at 6:00 P.M. will be the presentation, scoring and draft meeting.

T. Thompson said the draft memo to all departments located in tonight’s packet is scheduled to go out soon with a tentative deadline of submitting CIP requests for 7/22/11.

Chris Melcher made a motion to adjourn at 6:26PM second, R. Brideau. Committees vote 6-0-0

The Council doesn't have enough experience?

Weren't all of the current Town Councilors on the Budget Committee prior to being elected?

If all of the doom and gloom "statesmen" in Washington are to be believed after Aug 2nd, what money that is available will be at astronomical rates. Good Luck Susan.
